Situation analysis on how services of public sector websites in Sweden comply with WCAG 2.0 AA
Funka has on behalf of, and with funding from, the Swedish Government’s Userforum, conducted a situation analysis on how services of public sector websites comply with WCAG 2.0. This is for the Swedish government to be able to assess how Sweden is doing in relation to the requirements of the EU Commission's proposal for a Directive on the accessibility of public administration websites 2012/0240 (COD).
None of the services we tested can handle even the 10 samples we have implemented, says Andreas Cederbom, Head of Analysis at Funka. That is worse than we thought.
The most successful service passed 70% of the tests, the worst one only 10% and the average is 47%. Therefore, a lot of work remains before the public sector in Sweden complies with the requirements of the proposed directive. Within the framework of the assignment, an overall estimate has also been made of how much it would cost to remedy the deficiencies. Only one of the tested services would require total reconstruction to comply. Many would need serious work regarding structure, concept, design and technology, while others could get far better using better requirements and testing.
The purpose of the situation analysis is to get a picture of how the current situation is for the Swedish Government to consider the consequences for Sweden if the directive is implemented. The report was presented to the audited agencies at a seminar in Stockholm and can also be downloaded from the Swedish Government’s Userforum website.
