Three questions to: ProMIS network

Three questions to Lisa Leonardini, ProMIS’ coordinator of the technical operating committee, on the aim of the network, benefits on collaborating with PROMIS and strategies for the future.


Why was ProMIS created? Which are its main objectives?

The Mattone Internazionale Salute Programme – ProMIS has collected and consolidated the experience of the Progetto Mattone Internazionale (2011-2015), born to answer the need to exploit know-how and dissemination of good practice also in the context of decentralized health cooperation and global health, to promote Italy's participation in European funding and projects and to build a constant and qualified presence of Italy in the European and international health framework.  Thanks to the positive impact of the whole activities promoted by the PMI, which has acted as a core of a system of partnerships and networks in 2015 ProMIS has become a permanent structure led by the Veneto Region and committed to support the Italian Regions and the Autonomous Provinces in their internationalization processes, under the direction of the Ministry of Health. Its main objectives are, from one side, the internationalization of the National healthcare system models (SSN), creating synergies among Italian Regions, as well as with the European Union health policies and systems, but also to strength the processes and decisions that define the innovative actions implemented by the Italian regions on healthy and active ageing, also improving their impact and monitoring their performance.

How can RS benefit from / what are the benefits / added value of collaborating with ProMIS?

Since the beginning, ProMIS promoted opportunities of comparison among the Italian Regions about themes concerning, among others, digital innovation, health tourism and active and healthy ageing.

For instance, ProMIS is deeply involved in supporting initiatives on Active & Healthy Ageing through several activities such as the promotion of comparison opportunities among the Italian Regions about themes regarding the active and healthy ageing and furthermore the organization of workshops, conferences. In this framework ProMIS has supported Italian Regions in applying to the calls for the Reference Sites and to the commitments, thus making the Italian Regions compete at their best with the other European Regions.

ProMIS also ensures effective and continuous connection with the EU institutions and networks securing exchange of information, scaling up of innovative practices and participation to multipliers initiatives.

ProMIS offers a full involvement of the different health actors: it set out a national direction committee which represents an innovative "governance" model for the planning of supra-regional interests aimed at supporting RS apply European funds/calls, disseminate Regional good practices at national and European level.

How do work and what kind of strategies do you use to bring people together and create synergies?

ProMIS can count on a leading staff who works in synergies with the Italian Ministry of Health, the Italian Regions, the Health Authorities and all the interested stakeholders. To guarantee these collaborative relationships, ProMIS is always looking for innovative solutions and actively participates and promotes initiatives and discussions in the framework of the health sector at local, national and international level.  In the last years ProMIS has activated working tables on key issues with other ministries, it has trained more than 300 healthcare professionals and activated different working groups composed by the Italian Regions with the aim of participating in European projects.  ProMIS coordinates the Italian EIP on AHA Reference Site and supports methodologically their participation in the Action Groups. Moreover, ProMIS has also activated the Open Labs, European projects co-design laboratories, whose objective is to join Italian Regions with similar social and health priorities in presenting together sound projects by avoiding to submit competitive project proposals in the framework of several European funding programs.

ProMIS’ success is also linked to its strong commitment to ensuring specific updates aimed at its users, through tools such as its website made of specific pages dedicated to issues such as the Italian Reference sites of the EIP-AHA, but also a monthly newsletter delivered to ProMIS’ contacts, an updated database of European projects promoted by Italian Regions and Local Health Units and a specific page which presents detailed analyses of open and forthcoming European calls.
